How much should an MVP cost?

A clickable prototype runs $5,000 to $15,000. Design for a first version sits between $10,000 and $30,000. Design plus build lands between $30,000 and $80,000 with a European team, meaningfully higher in the US. Anything quoted below $5,000 is a landing page with ambitions, and anything above $150,000 is not an MVP regardless of what the proposal calls it.

How long does it take?

Two to four weeks for a prototype, four to eight for a design, two to four months for something users can sign up for.
